SUBJECT SUPPLEMENTAL GUIDELINES. ON BULK COPYRIGHT REGISTRATION AND RECORDATION FEES WHEREAS, in a Memorandum of Agreement (MOA) signed on January 25, 201 1, the Intellectual Property Office of the Philippines (IPOPHL) was deputized by the National Library of the Philippines (NLP) as a receiving office for the registration and deposit of copyrighted works as well as the recordation of documents pertaining to assignment, transfer, and exclusive license thereof; WHEREAS, IPOPHL has been faithfully performing services pursuant to such deputization, and has issued Memorandum Circular No. 2017-002 prescribing the applicable fees for said services, including the acceptance of bulk copyright deposit; WHEREAS, IPOPHL Memorandum Circular No. 2020-025 lowered the qualifying threshold for bulk copyright registration and recordation from 50 works to 10 works; WHEREAS, there is a need to provide clarification and guidance in the collection of fees for bulk copyright registration and recordation as prescribed in IPOPHL MC No. 2017-002, vis-a-vis IPOPHL MC No. 2020-025; NOW, THEREFORE, the following are hereby adopted as supplemental guidelines on the collection of fees for bulk copyright registration and recordation applications:

Fees on Bulk Copyright Registration. As prescribed in Sec. 19 of MC No. 2017-002, the Bureau of Copyright and Other Related Rights shall collect Php 200.00 pesos per certificate, as filing fee for bulk copyright deposits, that is, deposits for 50 or more works. Bulk deposits newly qualifying under the reduced threshold (i.e., 10-49 works) shall also be charged the reduced rates as contained in Section 3 hereof. Applicants under this category stand to benefit from substantial savings when compared to the individual registration applicable under MC No. 2017-002.

Application of the Bulk Registration Fees to Copyright Recordation Applications. The fees shall also apply to bulk recordation applications.
